I know Imran Khan’s fans are disappointed; as one of them I toally understand their pain. This was a good election and the results are also a clear expression of Pakistan’s digital divide: there is not much twittering or Facebooking going on in our villages and if you are winning on Twitter, it does not mean you are also winning in the dusty streets of Pakistani villages where Imran, Nawaz sharif and others show up only around election time.
Let us move on: this is a victory against those who have previously conquered their own nation at least four times in recent history.

Pakistan Embassy in US: No Instructions from Pakistan Election Commission on Expat Voting Yet!

Upon inquiry, Mr. Ahmed Nadeem Sadiq Hotiana, the Press Attache and Media Spokeman of the Embassy of Pakistan in DC, said that the embassy has not yet received any instructions from the election commission. Mr Hotiana also pointed out that the last part of the presidential ordinance  requires the embassy to work “as per the instructions” from the election commission.

Eight Countries Allow Pakistani Expats  to Vote in May 11 elections

Several countries including Saudi Arabia, United Kingdom, Australia and the United States have agreed to allow Pakistani citizens living in their territories to cast their votes at designated polling stations.

However, the Pakistani election commission, despite the issuance of an emergency presidential ordinance, has declared that it is impossible for them to make the necessary arrangements to include overseas Pakistanis in this election. Our question is simply this:

Yes, the ordinance was passed only two days before elections, but could they have not prepared for this in advance?

Pro-Taliban militants in Pakistan have threatened to disrupt the upcoming elections in the country, amid recent deadly bombings ahead of the polls. The militant group issued a statement on Thursday calling for bombings and attacks in several parts of Pakistan to undermine the elections.

Dr. Naqvi conveyed that this sudden attempt of takeover by the Secretary MoET is a contempt of the Supreme court of Pakistan since the Supreme Court had already given a stay against the petition which was filed by Ex-Chairman HEC i.e., Prof. Dr. Atta ur Rahman earlier last year when HEC was being devolved by the current government.

While this news is taking the rounds in the local and the international media, the contract employees of HEC and a few regular government servants who are on the side of the HEC and Dr. Sohail Naqvi are protesting in front of the main HEC building to tell the world what is their crime.

We all know what HEC has done for education in the last 10 years. Incidentally, HEC completed its 10 birthday on 11th September, 2012 and instead of giving more funds to HEC; the current government and its fake degree holders want to bring in a bureaucrat so that HEC can be taught a lesson for not submitting to the whims and fancies of the people who are hell bound to keep the masses uneducated and sell this country for peanuts.     I am a strong advocate for the HEC, but the organization, based in my personal experience and through some other instances reported by others, seems to be too top-down and detached from the struggles of every day Pakistanis.

    I think if the HEC executives sometimes looked at their own practices critically and became real servants of the people, then they will have more Pakistanis, besides the technocratic elite, standing beside them.

    For whatever it is worth, and despite my negative impressions of a certain branch of HEC, I still stand in solidarity with HEC workers!

      During the last few days, electronic and print media are debating one-sided story regarding the attack on HEC’s autonomy and attempt of Federal Government to occupy this prestigious institution. The factual position is as:

      1. On 28th November 2012, Establishment Division, Government of Pakistan allowed the Federal Secretary, Ministry of Education and Training to take additional charge of the post of Executive Director, HEC. Establishment Division acted on the directive of the Prime Minister of Pakistan, who is Controlling Authority of HEC and Chief Executive of the country, has every right to intervene in the affairs of HEC.

      2. The Prime Minister had to take this decision in the context that:
      (a) HEC advertised the position of the Executive Director HEC in national press inviting applications from the potential candidates. August 30, 2012 was the last date for receipt of applications. Dr. Sohail Naqvi has extended his services fraudulently for 3rd tenure of 4-year through governing body of the HEC (the Commission) in its meeting held on August 27, 2012.

      (b) This extension in services by the Commission was violation of the HEC Ordinance 2002 which stipulates that Commission shall appoint an Executive Director who shall hold office for four (04) years (Clause 11 of the HEC Ordinance). Moreover, the Executive Director is also member of the Governing Body of HEC (Commission) under Clause Section 6(1)(f). Clause 5 of the Ordinance states that Chairperson and members shall hold office for a period of four years and shall in no case be eligible for re-appointment for more than on similar term.

      (c) The Commission appointed Dr. Sohail Naqvi as Executive in MP-1 Scale and appointment/ extension in MP scales is prerogative of the Prime Minister of Pakistan.

      3. This decision of the Commission was widely condemned in the national press. The Prime Minister of Pakistan took notice of the news items and advised HEC to hold the extension and submit a report about the whole process of extension in these appointments through Ministry of Law and Establishment Division within 7 days for the information of the Prime Minister of Pakistan (Prime Minister’s Secretariat No.3633 (M)/PSPM/12 dated September 3, 2012. HEC, in spite of Prime Minister’s clear instruction to hold the extension, notified the extension in the services of Dr. Sohail Naqvi on September 7, 2012 in violation of PM’s order.

      4. The matter of the extension was referred to the Establishment Division by the Prime Minister’s Secretariat for opinion/comments. The Establishment Division, after consultation of Law Division declared all the appointments/extension in MP scales illegal (Establishment Division u.o No. 1/112/2002 E-6 dated October 24, 2012.

      5. HEC failed to defend illegal appointment of Dr. Sohail Naqvi in MP Scale as Executive Director for the third time. They very cleverly diverted the discussion to the autonomy of the HEC. There is no attack on the autonomy of HEC. HEC will continue its functions as it is. The Prime Minister of Pakistan by allowing Secretary (Education & Training) to take additional charge of the post of Executive Director, HEC ensured the rule of law in this organization.

      6. The higher management of HEC interpreted the provisions of the HEC Ordinance 2002 wrongly and manipulated the facts for their personal benefits. In doing so they misled the honorable members of the Commission and kept them ignorant from the factual position on the approval of the appointments and extensions in the MP scales.

      7. I laud the action of the Prime Minister of Pakistan and demand that since the Establishment Division has declared all the appointment/extension in MP scales illegal since 2006, all the MP scales officers should be removed from service immediately and all the perks and benefits they have received during their illegal posting in HEC (amounting Rs. 170 million) should be recovered from them.

        Thanks for the reply, but I would like to highlight that press is well informed on all the developments taking place inside HEC. It has been learnt through reliable sources that Mr. Mujtaba Kayani (Acting Adviser) & Mr. Mazhar (DG Academics) along with three other junior colleagues manhandled Mr. Anees Sadozai (DG Services) when he disallowed the so called HEC Employees Welfare Association (EWA) members to hold a meeting at HEC Auditorium, keeping in view that officers can not legally form a CBA. Further official communication channels have been used by these officers (regular employees) to highlight their personal grudges using derogatory language against fellow contractual employees of HEC. This is a clash of interests. Why can’t the regular employees follow Chairman HEC who has a clear idea what to do. Chairman HEC holds that regular employees who perform well should be promoted, similarly contractual employees who have served for a long time and have distinguished careers at HEC also should be regularized just like the case in other Government set-ups. Contractual employees have been denied their due rights for a long period of time, now the regular employees should show some decency. Only competence should be promoted at HEC as smooth functioning of this dynamic institution is imperative for the development of the Country.It seems that the regular employees feel they have no colors to match the qualification and competence of the contractual employees who mostly have foreign degrees and better performance record, so they resort to unethical practices, aggression and violence. At the moment the regular employees seem to depict a true example of Peter’s principle regarding promotions!

Thus, they are helping pushing people mentally towards our side by excluding the contract staff and only regular ones were with them. They abused all contractual and MP scale officers.

    According to the latest news, the HRD Building of HEC (Erstwhile COMSATS Campus) where mostly contractual employees sit has been temporarily vacated in view of impending stampede of the regular employees (rankers)… The regular employees have lately become exceedingly violent and started resorting to coercive ways in order to convey their sentiment across, hence this needs to be condemned and controlled. Regular employees are using Government protection as a shield whereas so far the response of the contractual employees have been professionally sound and logical. Hope sanity prevails sooner than expected!

    Here is the latest chain of event relating to HEC:

    The Acting ED-HEC (Retired Military-cum-Civilian Bureaucrat) immediately after taking charge executed the transfer orders of Mr. Awais Ahmed DG (HRM) from DG (HRM) to DG (HRD) on 29.11.2012 (Posted earlier). Postings & Transfers are done at HEC by an Assistant Director. This shows the malafide intentions of the parties involved.

    Chairman HEC had issued a notification (Posted earlier) against the above office order and ALL such orders being issued by the illegal Executive Director who has committed a coup on the seat of the celebrated Executive Director Dr. Sohail Naqvi. Consequently the DG (R&D) Dr. Mazhar (PhD in Water & Sanitation) broke open the door of the DG (HRM) Mr. Awais Ahmed’s room on 6.12.2012 and forcibly took over the charge.

    The civil society arranged a peaceful protest at the Islamabad Press Club on Thursday 6.12.2012 at 1:00 p.m. By 1:30 pm, some 400+ students, civil society and faculty members had gathered. They were carrying placards, Pakistani flags and banners with the slogan ‘Save HEC Save Pakistan’. Around 1:45 p.m. they started marching towards the Parliament house and stopped at the corner office of Ufone where they were barricaded by the Capital Territory police.

    No untoward incident was allowed to happen since luckily they were all educated people. Firey speeches were given by Mr. Wahaj Us Siraj (CEO- Nayatel Communications), some Professors of Universities, student leader of COMSATS University and finally Farrukh Habib, President of Tehrik-e-Insaf student wing gave the final push through his speech & stole the show.

    Tehrik-e-Insaf plans to file a reference in the Supreme Court today i.e., 7.12.2012 and Imran Khan plans to take on the fight for justice from here on. If ‘Save HEC Save Pakistan’ movement is taken over by Tehrik-e-Insaf (which seems to be the only hope for this country) and yesterday’s protest by the civil society at the Press club becomes the ‘Tahrir Square’ for Pakistan and ultimately will become a reason for the corrupt government of Asif Ali Zardari and his fake degree holders to fall.

    While this post is being finalized, it has been learnt that the room of Murtaza Noor (Media Manager) who works for the HRD Division, has been broken into, ransacked and has been occupied by a group of regular employees of the Commission.

Regular employees are seemingly embracing Jyaala culture with the hope that it would impress the Government authorities and tilt the sentiment in their favor. Elections are near, and it is anticipated that PPP would most probably loose its rule. The reigning Chairman belongs to ruling People’s Party even then he is siding with Dr. Sohail Naqvi. On the other hand, Maj Qamar Zaman Ch (Acting-ED) has not shown executive like behavior so far as he has intervened in to petty issues on the instigation of regular employees by issuing, with the seal of the esteemed office of HEC-ED, transfer orders in such haste that officers are being transferred to unknown portfolios or without assigning new responsibilities. Maj Qamar is neither acting like a military nor civilian bureaucrat, rather like a typical PPP jyaala!

    Verdict of the Supreme Court:

    “The Commission shall meet, come up with a stop gap arrangement. The Chairman will hold charge till HEC hires a new Executive Director. There should not be any interference from any Ministry whatsoever.”

    The process of hiring will take one month. Qamar Zaman is no more the Acting Executive Director of HEC. Justice has prevailed!

    The Commission of the ‘Higher Education Commission’ had constituted a body in their last meeting of 3 Vice Chancellor’s to listen to the grievances of the HEC Regular & Contract employees. In the light of this meeting which was scheduled today i.e. 27.12.2012, the regular employees managed to get a news published in the NATION placed above. They also managed to print and submit a document about their grievances. The Contract employees also submitted a document to the 3 VC committee members.

    A) HEC Staff for removal of illegal appointees
    B) Resolution of HEC regular employees
    C) Agenda items for the HEC fact finding & grievances sub-committee

    The 3 member Vice Chancellor team comprised of the following:

    1. Dr. Masoom Yasinzai – VC, QAU
    2. Brig. (R) Dr. Aziz Ahmed Khan – VC, NUML &
    3. Air Marshal Qazi Javed Ahmed – Rector, Air University

    The 3 Vice Chancellors gave a sound hearing to both the aggrieved parties for 1.5 hours each although the culmination of the meeting was reached with a video clip of HEC Regular employees doing hooliganism in the Chairman HEC’s room lately whereby Acting Advisor (Finance) Mr. Ghulam Mujhtaba Kayani, Director General (R&D) Dr. Mazhar Saeed, Dir. (Regional Center-PEW) Mr. Zaheer Awan were caught on tape showing jumping around and shouting ‘Go Laghari Go’ slogans.
